A results-driven executive, Kat Lawrence has more than 15 years of experience leading programs and transformational initiatives in health and human services. Working across big tech, consulting and governmental sectors, Kat is an expert in the healthcare market and health and human services policies. She has demonstrated success improving access to services, expanding market presence, and leading information technology (IT) innovation and business initiatives.
Before joining Health Management Associates, Kat worked with Amazon Web Services (AWS), first as the Medicaid leader, then as the Health and Human Services Care and Benefits leader. In her most recent role, Kat was the executive responsible for the AWS Medicaid, Eligibility, State-Based Marketplace, Child Welfare, and Child Support portfolio. She led the development of the AWS Health and Human Services operational model and oversaw content for over 50 state and territory plans. Building strategic partnerships and identifying needs, she connected state agencies with value-add services, resulting in a 30 percent vertical business growth improvement year over year.
Kat leverages her expertise to drive revenue growth and contribute to organizations’ mission, with proven results. She led the cross-functional AWS service, sales and policy teams to overcome legislative barriers limiting the use of AWS outreach services, generating a new, multimillion-dollar revenue stream. She spearheaded the development of AWS’ multi-year comprehensive business development strategies, producing an additional $2 billion in revenue.
In addition to her business development skills, Kat is experienced in leading operational and IT transformation initiatives. As AWS’ Medicaid leader, she improved state Medicaid system implementations’ time to value and reduced costs by millions of dollars. She drafted AWS’ strategy for the Public Health Emergency (PHE) unwinding to scale state agencies’ digital engagement with beneficiaries and aligned AWS’ approach to a modern data strategy with state and federal priorities around equity, healthcare delivery outcomes, integrity and data-driven policy.
With the DC Department of Healthcare Finance, she led a $600 million city-wide IT digital transformation initiative integrating over 60 health and human services programs. Her efforts contributed to an 11 percent improvement in service delivery time for the Supplemental Nutrition Assistance Program (SNAP), exceeding the district’s federally mandated performance measures. She also established the state-led agile IT System Development Life Cycle (SDLC), delivering more than 30 production releases, enabling 80 percent of Medicaid applications to be processed within 24 hours, and allowing caseworkers to serve people with more complex needs.
Kat is recognized for her expertise in health and human services programming. A respected Medicaid thought leader, she authored and led the execution of AWS’ thought leadership roadmap, including producing the initiative’s foundational white paper. She also has experience working with Medicaid, the Children’s Health Insurance Plan (CHIP), SNAP, the Temporary Assistance for Needy Families (TANF) program, the Low Income Energy Assistance Program (LIEAP), child welfare programs, and child support programs.
Kat earned her juris doctor degree in healthcare administration from Drexel University. She has bachelor’s degrees in art and biology from Lehigh University.
