Elvia Delgado has over 20 years of government programs experience and has served in various leadership roles throughout the healthcare industry. She has a proven record of improving quality and health outcomes and driving revenue, membership growth and profitability for health plans and provider healthcare delivery models. She is a bilingual leader with a deep understanding of the healthcare market including Medicaid, Medicare, Program of All Inclusive Care for the Elderly (PACE), CalAIM, Latino/multi-ethnic populations and the Affordable Care Act (ACA)/Covered California marketplace. She excels at establishing high performing teams and has a proven ability to lead and direct strategic enterprise-wide initiatives.

Prior to joining HMA, Elvia held several senior leadership roles at large health plans and a federally qualified health center (FQHC) including Cigna, Centene Corporation (Health Net) and AltaMed Health Services Corporation.  As vice president of provider engagement at HealthNet, Elvia led California’s practice transformation, provider relations, internal operations, and provider analytics to drive sustainable value and process improvement in cost, quality, regulatory compliance. At AltaMed Health Services Corporation, she was responsible for strategic growth for its 48-site delivery system including the medical group, PACE, and independent physician association. She also led cross functional work groups to increase Medi-Cal, Covered California Marketplace (ACA) and PACE membership. 

Elvia collaborated with executive leaders in provider network development, quality, clinic operations, and marketing to improve provider satisfaction. She has also partnered with local and state advocacy groups on reimbursement reform and delivery system transformation.

Elvia earned a Master of Business Administration and Executive Leadership Institute Certificate from the University of California, Los Angeles and a Bachelor of Science degree in marketing from California State University. She is a graduate of the University of California San Francisco Emerging Leaders Clinic Leadership Institute at the Center for Healthcare Professionals and served as an invited advisor to the program.  She currently serves as a Board Member for QueensCare Health Centers (FQHC), is a member of the Women Business Leaders of the U.S. Health Care Industry Foundation (WBL), and previously served as an advisory board member for Covered California.
