Boyd Brown is a seasoned policy and operational leader in behavioral health, housing and homelessness, and human service operations including budget development and revenue cycle management, accreditation and licensure oversight, performance measurement and improvement, and policy and operational strategy. He brings a depth of experience and expertise in federal and state procurement and grants and contracts life cycle coordination and management securing more than $100 million for nonprofit and government entities.
Boyd has extensive experience facilitating stakeholder engagement, including leading public forums, communities of practice, focus groups, key informant interviews, and surveys. He has worked with a wide variety of stakeholders, including state and local government agencies, housing providers, and people with lived experience of homelessness.
Prioritizing community needs, Boyd excels at interpreting, communicating, training, and implementing housing, behavioral health and human services; grants; and contract management requirements. He has over a decade of experience reviewing operational efforts related to compliance and business performance, including developing key metrics and monitoring trends emphasizing data-driven decision-making.
Consulting with state and local governments managing housing and homelessness services, Boyd leverages his expertise to transform existing practices, improving procurement and service delivery practices and ensuring federal and state statutory and regulatory requirements are met. At Health Management Associates (HMA), he has conducted operational assessments, determining service and procurement process gaps and developing solutions to close them.
Prior to joining HMA, he worked for the State of Minnesota, Behavioral Health Division, where he oversaw all aspects of federal funding procurement, implementation, and oversight along with all phases of the grant and contract life cycle of behavioral health programs and services. He co-led a division-wide quality improvement initiative to improve RFP and grant/contract processes and co-led the Opioid Response Advisory Council charged with overseeing the statewide opioid crisis response.
Boyd previously served as a vice president with Avivo, where he directed a team of 170 behavioral health staff overseeing housing and homelessness services, including permanent supported housing, housing case management, street outreach, innovative transitional housing solutions, board and lodging as well as behavioral health services.
In this role, Boyd managed all operational aspects including strategic planning, program development and implementation, budgeting, quality improvement, compliance, and contract administration. He was responsible for the full revenue management cycle, including claims, organization and provider credentialing, and payments in addition to developing and managing the solicitation, administration, and compliance of behavioral health contracts for the Chemical and Mental Health Division.
Boyd earned his Juris Doctor from the University of Iowa College of Law and his Bachelor of Arts from Cornell College.
