Boyd Brown is a seasoned policy and operational leader in behavioral health and human service operations including budget development and revenue cycle management, accreditation and licensure oversight, performance measurement and improvement, and policy and operational strategy. He also brings a depth of experience and expertise in federal and state procurement and grants and contracts life cycle coordination and management securing more than $100 million for nonprofit and government entities.
He is skilled at interpreting, communicating, training, and implementing behavioral healthcare, human services, grants, and contract management requirements. Boyd has more than 13 years of experience reviewing operational efforts related to compliance and business performance, including developing key metrics and monitoring trends emphasizing data-driven decision-making.
Prior to joining HMA, he worked for the State of Minnesota, Behavioral Health Division, where he oversaw all aspects of federal funding procurement, implementation, and oversight along with all phases of the grant and contract life cycle of behavioral health programs and services. He co-led a division-wide quality improvement initiative to improve RFP and grant/contract processes and co-led the Opioid Response Advisory Council charged with overseeing the statewide opioid crisis response.
He previously served as a vice president with Avivo, where he directed a team of 170 behavioral health staff. Boyd oversaw the full revenue management cycle, including claims, organization and provider credentialing, and payments in addition to developing and managing the solicitation, administration, and compliance of behavioral health contracts for the Chemical and Mental Health Division. He also spearheaded strategic quality improvement initiatives.
Boyd earned his Juris Doctor from the University of Iowa College of Law and his Bachelor of Arts from Cornell College.
