Anthea Seymour is an outcomes-driven senior-level executive with more than 25 years of experience serving in District of Columbia governmental positions. Beginning her career as a social worker, Anthea has held progressive roles, including chief information officer (CIO), chief of staff (COS), and chief operating officer (COO). She leverages her expertise in government practices, human services, child welfare, behavioral health, information technology (IT), child care, and hospital operations to drive process improvements, transformations, diversity, equity, and inclusion, development and program design centered around community needs.
Before joining Health Management Associates, Anthea was the administrator of the District of Columbia Department of Human Services’ Economic Security Administration (ESA), where she was responsible for driving improvements to the public benefits eligibility process with 800 staff and a budget of $300 million. Anthea enhanced the delivery of public assistance and case management services to more than 305,000 district residents, redesigned the eligibility business process, and served as both the Temporary Assistance for Needy Families (TANF) state administrator and the Supplemental Nutrition Assistance Program (SNAP) state director for the district. She led the programmatic drivers for implementation of the integrated $600 million eligibility system
Throughout her career, Anthea has prioritized strategic planning, process improvement and transformational leadership. She has experience with needs assessments and practical solutions development, including process re-engineering, structural reorganization, mission realignment, recruitment, budgeting, contracting, policy and practice adoption, and technology implementations. As chief of staff and COO for Saint Elizabeths Hospital, Anthea instituted the hospital’s patient health information system, an electronic medical records (EMR) system, along with customized reports tracking business maintenance, system contingencies and hospital performance. She managed improvement initiatives, including overtime reductions, staff reorganizations to improve clinical care, personnel reductions, hiring, and revenue maximization. She also played a key role in the planning and transition to a new $143 million hospital, managing operational issues and strategic activations.
Anthea also has demonstrated success creating and standing up new programs and processes. Working with ESA for nearly a decade, Anthea spearheaded enhanced career and job training programs, a comprehensive TANF strategic service delivery model with a two-generational approach, and a cohort-style program for mothers suffering from depression to advance mental health care and ultimately improve economic and social mobility. During the COVID-19 pandemic, she implemented the new Pandemic Electronic Benefits Transfer (P-EBT) for SNAP and the SNAP Emergency Allotments program, ensuring federal emergency funds reached district residents. She also oversaw development of a new mobile app, an online application portal and a virtual assessment tool for public benefits, improving residents’ access to services and resources.
Anthea earned her Master of Social Work from Howard University and her bachelor’s degree in sociology from the University of Maryland. She received her public manager certificate from George Washington University, her chief information officer certificate from Carnegie Mellon University, and an Innovative Leadership and Public Administration certificate from Georgetown University Executive Leadership Institute and the National Forum for Black Public Administrators.
