Samantha Di Paola is passionate about healthcare transformation and improving care for individuals served through publicly funded health and human service programs. She has experience in project management, qualitative research, health policy analysis, and grant writing.

With HMA, Samantha has served as a project manager for a variety of client types, including state and local health and human service departments, Medicaid agencies, managed care organizations, provider organizations, and trade associations. For these clients, she has conducted environmental scans and evaluated workflow processes to develop system improvement recommendations and inform strategic planning efforts.

Her strong problem-solving, organization, and communication skills have aided the successful development and delivery of work products, including written reports and presentations. She has also developed and implemented group learning curricula and trainings, particularly focused on quality improvement, primary and behavioral health care integration, and value-based care.

Prior to joining HMA, Samantha worked as an intern at the Georgetown University Health Policy Institute Center for Children and Families, where she was responsible for monitoring and tracking Medicaid waiver legislation and producing summaries and analyses of public comment trends for state-proposed 1115 waivers. In this role, she conducted a state-based cost-effectiveness analysis for implementing Medicaid community engagement requirements. Additionally, she previously held internship roles at FASD United (formerly National Organization on Fetal Alcohol Syndrome), serving in a research and project coordinator capacity, and at the United Kingdom Department of Health, working on the health inequalities team, with a focus on homelessness.

Samantha earned her master’s degree in health administration from the New York University Robert F. Wagner Graduate School of Public Service and her bachelor’s degree in healthcare management and policy, concentrating in policy analysis, from the Georgetown University School of Nursing and Health Studies. She is a Project Management Institute certified project management professional (PMP).
