Stephanie Baume is a Medicaid expert with over 15 years of experience leading states in developing and implementing new health policy initiatives. She advises clients on the complex Medicaid regulatory environment, providing policy and operational leadership. Additionally, she drafts Medicaid waivers and state plan amendments and supports negotiations for federal approval with the Centers for Medicare and Medicaid Services (CMS).
Stephanie has extensive experience in policy research, analysis, and recommendation development for Medicaid and public health agencies. She has led development of new Medicaid managed care programs and projects related to cost containment, disability processing, home and community-based services, and behavioral health initiatives. Stephanie also provides Medicaid policy expertise on contracts with provider entities, private equity firms, and managed care organizations.
Previously, Stephanie worked with the Indiana Office of Medicaid Policy & Planning where she was responsible for oversight, coordination and administration of the Hoosier Healthwise program, a Medicaid managed care program. In this role she was responsible for managing all program policies and operations, ensuring contract compliance of managed care organizations, and evaluating program access, quality, and effectiveness.
Stephanie earned her master’s degree in social work concentrating in social and economic development policy from Washington University in St. Louis and her bachelor’s degree in social policy from Northwestern University.
