Monica Bonds is an experienced managed care professional with over 15 years of experience working in large and diverse organizations. She is a results-driven leader who has extensive knowledge and experience in managed care, product strategy, Medicare, Medicaid, dual eligibles, and pharmacy benefits. She excels at forming and fostering collaboration to drive quality, growth, and improved processes. 

Monica has a proven track record of building and leading dual-eligible special needs plans (D-SNPs), managed care products, building and leading teams, and developing strategies to improve the member experience in Medicare and Medicaid plans. During her career she has had significant impact on Medicare Advantage and Part D Star quality performance and developed and executed benefit design and strategies to impact financial and member outcomes. 

Before joining HMA, Monica was the lead director of the Part D technical team at Aetna. In this role, she provided technical guidance and recommendations for strategy and benefits and was responsible for Part D benefits and the submission of over 600 Part D bids. Prior to the lead director role, she was a key contributor to Aetna’s significant D-SNP expansion and growth, expanding from three states to 30 states and from 20,000 members to more than 200,000 in two years. During her tenure at Aetna, she standardized the approach to benefit planning and product expansion, developed a national landscape view of Medicaid and Medicare, and led the data sharing implementation and new requirements for states and D-SNP plans. As a senior product manager with UnitedHealth Group, she worked within the national D-SNP program office and specialized in growth, expansion, benefit planning, and applications and bid submission. 

Monica previously held various positions at Blue Cross Blue Shield of Michigan as manager of Medicare pharmacy services, implementation lead and senior analyst.  

Monica earned her bachelor’s degree in health services administration from Baker College. In her free time, she enjoys camping, shore fishing, kayaking in her home state of Florida and spending time outdoors with her friends and family.
