Working at the intersection of health care policy and technology for more than 20 years, Judith Hutman has comprehensive experience and expertise supporting state and federal government projects and programs.
At HMA, Judith leads projects in a range of health IT domains, including strategic planning and roadmaps for portfolios of IT projects; developing and implementing project governance; managing comprehensive change management, including organizational change management and business process re-engineering, outreach and communication, and strategies for successful implementation and adoption of changes; and vendor management processes and tools for Medicaid Enterprise Systems and services across the Medicaid enterprise. She also advises healthcare clients on project management and software development lifecycle processes, with a focus on risk management strategies.
Prior to joining HMA, Judith led independent testing of the federally facilitated Exchange at www.healthcare.gov (HIX); health information exchange (HIE) technology modernization; requirements and testing management, including supporting cloud migration and modernization initiatives, for mission-critical government health care applications; and public health bio-surveillance programs.
Judith has strong analytical and communication skills, with the ability to collaborate with a diverse range of stakeholders to navigate and translate complex HIT programs and data. She has established business process transformation and project governance frameworks that support a focus on business objectives and actionable plans.
Judith earned a project management professional (PMP) certification from the Project Management Institute and a certification as a cloud practitioner from Amazon Web Services.
