Department of Human Services Wage and Rate Study
In 2023, the Oregon Legislature asked ODHS to carry out a rate and wage study. The study focused on providers of in-home and residential care providing services to individuals served by the Office of Aging and People with Disabilities (APD), the Office of Developmental Disability Services (ODDS) and the Oregon Health Authority (OHA) for the following services:
- Adult Foster Homes
- Adult Day Services and Day Support Activities
- Assisted Living Facility
- Discovery
- In-Home Services and Attendant Care
- Job Coaching and Development
- Small Group Supported Employment
- Specialized Living Program
- 24-Hour Residential
ODHS hired Burns & Associates, part of Health Management Associates (HMA-Burns), to do the rate and wage study. A final report with recommendations will be provided to the Oregon Legislature. Materials related to the study will be posted on this website.
Public Comment Period – October 7-28, 2024
On October 7, HMA-Burns shared initial study results and recommendations for public review and comment. All comments will be reviewed before HMA-Burns finalizes its recommendations to ODHS and the Oregon Legislature.

Comments will be reviewed and then summarized. These will be included in the report to the Oregon Legislature.
