Glenda Stepchinski has worked across the healthcare industry for more than 25 years as a clinician, administrator and consultant. She has extensive experience working with multiple state government healthcare programs, technology, and regulatory compliance projects. Glenda’s background as a registered nurse supports her passion and focus on the delivery of quality healthcare, member access, industry best practices, information technology, and efficient utilization of services, promoting optimum member outcomes.

She has worked across many state Medicaid health plans and programs to develop foundations for the delivery of care management, quality assurance, utilization management and information systems which has led to successful implementations for these health plans. Most recently, she successfully supported and prepared health plans for their National Committee for Quality Assurance (NCQA) accreditation survey, including documentation readiness, file reviews, mock surveys and recommendations for resource planning and quality improvement.

Glenda has completed various projects for state, local and private entities, conducting operational reviews and assessments, including reviews and readiness for multiple accreditation organizations such as NCQA, Accreditation Association for Ambulatory Health Care (AAAHC), and URAC. Her evaluations of workflows have helped clients identify operational efficiencies, improve quality processes, and refine policies and procedures, delivery systems, and Medicaid Information Technology Architecture (MITA) roadmaps.

She also has experience with Medicaid project planning, systems assessments and testing, encounter and claims data gathering and analysis, business process analysis and improvement, quality assurance and Healthcare Effectiveness Data and Information Set (HEDIS) reporting. She is skilled at resource planning and project management including executive and status reporting, as well as issue, risk, change and quality management.

Prior to joining HMA, Glenda was the medical affairs officer for a large Medicaid fiscal agent administrator. In that role,  she managed and specialized in implementing quality improvements and enhancements to multiple state agency programs including Medicaid fee-for service, primary care case management (PCCM), Children with Special Health Care Needs (CSHCN), long-term services and supports, home health, behavioral health and personal care services.

Glenda graduated from the University of Texas Health Science Center with a Bachelor of Science degree and is a licensed Registered Nurse (RN, BSN) and a Certified Professional in Healthcare Quality (CPHQ).
